Is there anywhere that will allow you to change out of your wet suit and maybe wash up after the beach?

Fenwick Island State Park has a shower facility you can use with paid admission to the park. If a campground is open, they will also have shower and changing facilities you can use with paid admission. These fees are normally pretty inexpensive.

There are no public bath houses in Ocean City, however if you have a reservation at a hotel some do offer changing rooms with private bathrooms/showers for their guests that can be used on either the 1st or last day of your stay. I would suggest calling the hotel and inquire about the availability of this service.
There are no bath houses or similar where you can take a private shower or change your clothes anywhere in OC. There are some rinse off showers along the boardwalk and beach near the inlet for washing salt and sand off your body while wearing your bathing attire. These showers will be removed/shutdown for the season in the next few weeks.
